Overview

Toul Tom Poung sits in the southern part of Chamkarmon district, roughly bordered by Mao Tse Toung Boulevard (Street 245) to the north, Russian Federation Boulevard to the west, Street 460 to the south, and Norodom Boulevard to the east. The neighborhood takes its character from two overlapping realities: the chaotic, authentic market at its center, and the creative food-and-cafe district that has grown up around it.

The Russian Market itself — a sprawling indoor market covering an entire city block — is both a tourist attraction and a genuinely functioning wholesale and retail market. Inside, vendors sell everything from motorcycle parts to Angkor-motif silverware, and the garment section is famous for factory overruns of branded clothing at extraordinary prices ($3–8 per piece for items that retail for $50+ elsewhere).

The streets around the market, particularly Street 430 running east from the market's north side, have become Phnom Penh's dining frontier. Independent restaurants from Cambodia, Japan, Korea, Italy, Mexico, and beyond have set up here, drawn by lower rents and a receptive local-expat customer base. The neighborhood has a younger, more bohemian energy than BKK1 — less polished but more creative.
