Naturalization is the only route that doesn't require a large capital contribution, making it accessible to people who are already living in Cambodia or plan to build their lives here long-term.
The trade-off is time. While the investment routes take 6–18 months, naturalization requires a minimum of 7 years of continuous legal residency before you can even apply — and a further 12–24 months for the application and Royal Decree process. Total realistic timeline from arriving in Cambodia: 9–10 years minimum.
For long-term expats who are already living in Cambodia, or for investors who plan to relocate permanently, naturalization can be the most cost-effective path. For those who want citizenship within 1–2 years, the investment routes are the only option.
Eligibility Requirements
Minimum 7 Years Continuous Legal Residency
Must maintain a valid visa throughout — no extended overstays. Business Visa (E-Class) extensions are the most common long-term visa. CM2H residency also qualifies.
Basic Khmer Language Proficiency
Conversational level assessed by Ministry of Interior interview. No formal written exam. You must introduce yourself, explain your background, and answer questions in Khmer.
Knowledge of Cambodian Culture & History
Assessors may ask about festivals, historical dates, the King's name, national anthem, and cultural customs such as the sampeah greeting.
Clean Criminal Record
Required from Cambodia (national police certificate) AND your home country (apostilled). Interpol clearance may also be required depending on your nationality.
Financial Self-Sufficiency
Proof that you are not dependent on state support. This can be shown via bank statements, business ownership, employment contracts, or income documentation.
Renunciation of Previous Citizenship
Cambodia does not recognise dual citizenship. You must formally renounce your existing citizenship as part of the application process.
Royal Decree from His Majesty the King
Final approval is granted by Royal Decree signed by King Norodom Sihamoni. This is a formal state process managed through the Ministry of Interior and Council of Ministers.
What Counts as "Continuous" Residency?
The 7-year residency requirement means maintaining a valid Cambodian visa throughout the period, with Cambodia as your primary place of residence. The most common long-term visa used by naturalization applicants is the Business Visa (E-Class), which can be extended annually without limits.
Short overseas trips — holidays, business travel, family visits — do not break the continuity of residency. What matters is that your visa remained valid and Cambodia was your primary home. Extended absences of several months may create complications, particularly if your visa lapsed during that period.
Critical: Keep every visa extension receipt, passport stamp, and renewal document throughout your 7 years. These form the documentary evidence of continuous residency and will be required for your application.

Compile 7 Years of Residency Documentation

Obtain Criminal Background Checks
Cambodian national police certificate + Interpol clearance + apostilled criminal record from your home country. These must be current (typically within 6 months of application).
Submit Application to Ministry of Interior
Application filed with the Département de la Nationalité at the Ministry of Interior (MoI). Your lawyer manages this process, ensuring all documents are correctly certified and translated.
Ministry Interview
Attend an interview at the MoI. Assessors will conduct a Khmer language assessment and ask questions about Cambodian culture, history, and your life in Cambodia. Expect a conversational format rather than a formal exam.
Royal Decree Review & Signature
After the MoI recommends approval, the file passes to the Council of Ministers, then to His Majesty the King for the Royal Decree. This stage typically takes 6–18 months.
Oath of Allegiance & Renunciation
Upon Royal Decree approval, you formally renounce your previous citizenship and swear an oath of allegiance to the Kingdom of Cambodia.
Cambodian Passport Issuance
After the oath, your Cambodian identity card and passport are issued by the Ministry of Interior.

The Khmer Language Requirement

Yes. CM2H (Cambodia My 2nd Home) residency is a valid form of long-term legal residency and counts towards the 7-year naturalization requirement. Many investors use CM2H as a structured residency solution, then pursue naturalization after 7 years if they decide they want full citizenship.
Can my spouse apply for naturalization at the same time?
A foreign spouse of a Cambodian citizen may apply for citizenship separately but through a simplified process after 3 years of marriage (not 7 years of residency). However, this applies to spouses of Cambodian citizens — if both spouses are foreign nationals pursuing naturalization, each must independently meet the 7-year residency requirement.
What if I left Cambodia for a few months — does it reset the 7-year requirement?
Short trips abroad (holidays, business travel) do not reset your residency clock.
