Frequently Asked Questions
Do I need all licenses before I can open my business?
MoC registration is always the first and mandatory step — no other licenses can be applied for without it. Once you have your Certificate of Incorporation, sector-specific licenses can be applied for in parallel. For low-risk sectors like consulting, IT, and retail, MoC + GDT registration is often sufficient to begin trading. For F&B, you should have at minimum the municipality F&B operating license before opening. For healthcare, the Ministry of Health facility license must be in place before patient-facing operations begin.
Can I start trading with just MoC registration?
Yes, for many service-based businesses. Consulting, IT services, business services, and some retail activities can begin with MoC registration + GDT tax certificate. However, sector-specific licenses must be obtained as soon as possible. Trading without required sector licenses can result in fines or closure orders from the relevant ministry.
How long does the full licensing process take?
DIY, the full process (MoC + sector-specific licenses) typically takes 3–4 months as each ministry has its own queue and requirements. Our lawyers run all applications in parallel and maintain ongoing relationships with ministry staff, which typically reduces total time to 6–8 weeks for most business types.
Are license fees annual or one-time?
Most licenses in Cambodia require annual renewal and annual fee payment. The GDT patent tax is annual. Sector licenses (F&B, tourism, health) are typically renewed annually. Our compliance team tracks renewal dates and files renewals proactively so you never inadvertently lapse.
What happens if I operate without the required licenses?
Operating without required licenses exposes your business to fines, forced closure, and reputational damage. Ministry inspections (particularly in the F&B and healthcare sectors) are conducted regularly. In some cases, directors can be held personally liable. The cost of proper licensing is always far lower than the cost of non-compliance.
