    Overview

    Cambodia hosts embassies and consulates from over 30 countries, nearly all located in Phnom Penh. As the sole capital and administrative center, Phnom Penh is where all major diplomatic missions are based. If you are traveling to Siem Reap, Sihanoukville, or other provinces, your nearest full-service embassy will be in Phnom Penh.

    Cambodia's emergency services (117, 118, 119) have limited English capability and response times can be slow. In a medical emergency, go directly to the nearest international hospital or call International SOS. For police matters, the Tourist Police are more helpful for foreigners.

    Most embassies in Phnom Penh can assist with the following:

    • Emergency passport replacement: If your passport is lost or stolen, most embassies can issue an emergency travel document within 1-3 business days. Bring police report, photos, and any ID.
    • Notarization and document certification: Authentication of legal documents, powers of attorney, and statutory declarations. Typically $50-100 per document.
    • Voter registration: Some embassies facilitate overseas voting registration (US, Australia, UK).
    • Birth and death registration: Registering births of nationals born in Cambodia or deaths of nationals.
    • Arrest and detention assistance: Embassy staff can visit detained nationals, provide lawyer lists, and ensure fair treatment.
    • Welfare and wellbeing: Wellness checks on nationals at the request of family members back home.
    • Repatriation assistance: In extreme cases, embassies can help arrange emergency loans for return travel.

    Embassies cannot: get you out of jail, pay your bills, provide legal advice, investigate crimes, intervene in court cases, or get you better treatment than local nationals. Their role is to ensure fair treatment and connect you with resources.

    Tips for Embassy Visits

    • Book appointments online: Most embassies require appointments for non-emergency consular services. Walk-ins are typically only accepted for genuine emergencies.
