    Why Manufacture in Cambodia

Cambodia offers several strategic advantages for manufacturing investors compared to neighboring Thailand and Vietnam:

    Low Labor Costs

Minimum wage of $204/month (2026) — roughly 60% of Vietnam and 50% of Thailand. Young, trainable workforce with median age of 26.

    Trade Preferences

EBA (Everything But Arms) preferential access to EU market. US GSP eligibility for many products. RCEP member. Cambodia-China FTA benefits.

    Tax Incentives

QIP status grants up to 9 years tax holiday. Import duty exemption on machinery and raw materials. VAT deferral in SEZs.

    Strategic Location

Between Thailand and Vietnam on major trade routes. Deep-water port at Sihanoukville. Proximity to Chinese supply chains via Laos rail link.

    SEZ Infrastructure

23+ operational SEZs with pre-built factory shells, dedicated customs, reliable power, and one-stop-shop government services.

    Political Stability

Stable government since 1998. Strong commitment to FDI-led growth. CDC provides dedicated investor support and dispute resolution.

    SEZ Benefits Comparison

Special Economic Zones provide turnkey manufacturing environments with streamlined regulations and significant cost advantages over standalone factory sites.

    Labor Costs & Workforce

Cambodia's workforce is young and increasingly skilled, with the garment industry having trained over 700,000 factory workers since the 1990s. Key salary benchmarks for manufacturing:

    RoleMonthly SalaryNotes
Factory Worker (Garment/Assembly)$220–280Minimum wage $204/month (2026). Most factories pay $220–280 with overtime and seniority bonuses.
Skilled Machine Operator$300–450CNC, injection molding, welding operators. Supply is limited; many trained by NGO programs.
Quality Control Inspector$350–500Bilingual (Khmer-English or Khmer-Chinese) QC inspectors earn premium. Critical for export compliance.
Factory Supervisor / Line Lead$500–800Experienced supervisors are in high demand. Retention bonuses common.
Factory Manager (Cambodian)$800–1,500Increasingly available as Cambodia develops manufacturing experience since 2010s.
Foreign Technical Advisor$2,000–5,000Subject to work permit and foreign worker quota. Often Chinese, Korean, or Vietnamese nationals.

Note: The minimum wage applies to the garment, textile, and footwear sectors specifically. Other manufacturing sectors are not technically bound by the same minimum wage but in practice follow it as a market benchmark. Cambodia has 22 public holidays per year — one of the highest in the region — plus mandatory seniority payments.

    Foreign Ownership Rules

Cambodia is one of the most open economies in Southeast Asia for foreign investors in the manufacturing sector:

    • 100% foreign ownership permitted for manufacturing companies — no local partner or nominee required.
    • No restrictions on profit repatriation — profits, dividends, and capital can be freely transferred overseas.
    • Land cannot be directly owned by foreigners. Manufacturing land is accessed through long-term leases (up to 50 years, renewable) or within SEZs where land use rights are included.
    • Economic Land Concessions (ELCs) of up to 10,000 hectares are available for large-scale agricultural processing through CDC.
    • Foreign worker quota: 90% of workforce must be Cambodian nationals (MLVT). Exemptions possible for technical roles.
    • No capital controls or currency restrictions — USD is freely used alongside Cambodian Riel.

    Investment Protection

Cambodia is a member of MIGA (World Bank), ICSID (investment dispute resolution), and has signed Bilateral Investment Treaties (BITs) with over 20 countries including China, France, Germany, Japan, South Korea, and Thailand. The 2003 Law on Investment guarantees equal treatment of foreign and domestic investors and prohibits nationalization of private property.

Costs above cover facility, equipment, and initial operating capital. Legal fees, EIA costs, and CDC application fees are additional. SEZ pre-built shells offer significant time and cost savings for first-time investors.

    Frequently Asked Questions

Can foreigners own a factory in Cambodia?

Yes. Cambodia allows 100% foreign ownership of manufacturing businesses. There are no requirements for a Cambodian partner, shareholder, or nominee. The company is registered as a Private Limited Company (PLC) at the Ministry of Commerce. Land, however, cannot be owned outright by foreigners — factories are typically located on long-term leases (50–70 years) or within SEZs where land use is included in the lease agreement. Some investors use a majority-owned Cambodian company (51% Cambodian) to hold land and lease it to the wholly foreign-owned operating company.

What is the minimum capital requirement for a manufacturing company?

Cambodia has no statutory minimum capital requirement for a standard Private Limited Company. However, for practical purposes, the Ministry of Industry expects manufacturing operations to demonstrate sufficient capital for their proposed activities. If applying for a QIP (Qualified Investment Project) through the CDC, the minimum investment threshold is typically USD 500,000 for manufacturing. Banks also expect to see minimum paid-up capital of USD 10,000–50,000 when opening a corporate account. The registered capital stated on your MoC registration should realistically reflect your planned investment.

How does the foreign worker quota apply to factories?

Cambodia requires that at least 90% of employees be Cambodian nationals (Labor Law Article 264). For a factory of 200 workers, this means a maximum of 20 foreign staff. In practice, most foreign staff are in management, technical supervision, and quality control roles. The Ministry of Labour can grant exemptions if you can demonstrate that qualified Cambodian workers are unavailable for specific technical positions, but this requires a detailed skills-gap justification and is granted on a case-by-case basis. Each foreign worker needs a work permit renewed annually.

What are the main tax incentives for manufacturing in Cambodia?

Manufacturing companies approved as QIP (Qualified Investment Projects) by the CDC receive either a profit tax exemption of up to 9 years (trigger period + 3 + priority period of up to 3 years) or a special depreciation allowance on capital assets. During the exemption period, there is no corporate income tax on profits. Additionally, QIPs receive duty-free import of production equipment, construction materials, and raw materials. The standard corporate tax rate after incentives is 20% (9% for qualifying QIPs with certain conditions). SEZ-based factories receive additional customs streamlining and VAT deferral on imports.

Do I need an Environmental Impact Assessment (EIA) for a factory?

Yes, most manufacturing operations require an Initial Environmental and Social Impact Assessment (IESIA) or a full Environmental and Social Impact Assessment (ESIA) depending on the scale and nature of the operation. Small workshops may only need an Environmental Management Plan. The EIA is submitted to the Ministry of Environment and must be approved before construction or operation begins. The process involves baseline studies, public consultation, and mitigation planning. Cost ranges from USD 2,000 for a basic IESIA to USD 10,000+ for a full ESIA for larger projects. Operating without an approved EIA is a serious compliance risk.
