    Cambodia's E-commerce Opportunity

Cambodia has one of Southeast Asia's fastest-growing digital economies. Over 8 million Cambodians (approximately 50% of the population) are active internet users, the majority accessing the internet exclusively via smartphone. The 18–35 age bracket — Cambodia's largest demographic — is digitally native and growing as a consumer class.

Facebook commerce dominates local e-commerce. An estimated 70–80% of online retail transactions in Cambodia happen through Facebook Pages and Messenger — browsing product posts, negotiating in Messenger, and paying via ABA mobile transfer or cash on delivery. This is unique to Cambodia and means that local e-commerce strategy must be built around Facebook first.

Lazada (Alibaba-owned) and Shopee have both entered Cambodia but have smaller market shares than in neighboring Thailand or Vietnam. They are growing, particularly for standardized consumer goods, but Facebook commerce remains the dominant channel for smaller local businesses.

For foreign entrepreneurs, Cambodia also offers an excellent base for cross-border e-commerce: low operating costs, EBA trade access to the EU, GSP access to the US, English-speaking workforce in Phnom Penh, and complete freedom to repatriate profits.

E-commerce Models That Work in Cambodia

    Local E-commerce (Selling to Cambodians)

    High Growth

Selling products or services to Cambodian consumers via Facebook Shop, Shopify, or your own website. Cambodia's e-commerce market is growing rapidly, driven by smartphone penetration and a young population aged 18–35.

    Common platforms:

    Facebook Shop
    Shopify
    WooCommerce
    TikTok Shop

    License requirements:

Standard Private Limited + business license

    Cross-Border Export (Selling FROM Cambodia)

    Trade Advantages

Exporting Cambodia-made products (handicrafts, silk, coffee, spices, clothing) to international buyers via Alibaba, Etsy, Amazon, or direct B2B. Cambodia has preferential trade access to the EU (EBA), US (GSP), and ASEAN markets.

    Common platforms:

    Alibaba
    Etsy
    Amazon
    Faire

    License requirements:

Export license + Certificate of Origin

    Dropshipping

    Low Capital

Sourcing products from Cambodia, China, or regional suppliers and shipping globally without holding inventory. Order fulfillment handled by supplier directly. Lower capital requirement, but relies on reliable supplier relationships.

    Shopify
    WooCommerce
    eBay

    License requirements:

    Standard Private Limited (minimal)

    Digital Products / SaaS

    Simplest Structure

Selling software, courses, templates, music, photography, or digital services globally. No physical goods, no customs, no shipping. Simplest business structure — just a company and a payment processor.

    Gumroad
    Paddle
    Stripe (via SG entity)
    Teachable

    License requirements:

    Standard Private Limited

Marketplace / Aggregator / Booking Platform

    Complex

A local directory, booking platform, or marketplace connecting Cambodian businesses with customers. Requires more complex technical development but high potential in underserved verticals (local services, tours, F&B delivery).

    Common platforms:

    Custom build
    No-code tools
    Shopify Markets

    License requirements:

Standard Private Limited + potential telecom/media license

    Company Setup for E-commerce

Most e-commerce businesses operate through a standard Cambodian Private Limited Company (Pte Ltd). No special "e-commerce license" is required by the Ministry of Commerce for most categories. The company registration process takes 2–3 weeks and costs approximately USD 700–1,500 through a qualified legal firm.

Foreign nationals can own 100% of a Cambodian Pte Ltd. The company can be registered with one or more shareholders, requires a registered Cambodian address, and must file monthly and annual tax returns with the GDT once registered.

Specific product categories require additional permits beyond the standard company registration:

    • Cosmetics and skincare: Ministry of Health product registration and import permit (per SKU)
    • Food and dietary supplements: Ministry of Health food safety certificate and import/export permit
    • Pharmaceuticals: Ministry of Health drug registration — high compliance bar, not recommended for new entrants
    • Alcohol: Ministry of Commerce alcohol license (import and resale)
    • Electronics and electrical goods: Ministry of Industry & Handicrafts standards compliance
    • Financial products, loans, insurance: NBC or Ministry of Economy and Finance license — very high capital requirements

    Payment Processing in Cambodia

    ABA PayWay

    Recommended
    Local

Best for: Selling to Cambodian customers

Supported methods: Visa, Mastercard, ABA mobile

Most widely used local payment gateway. Requires ABA Bank account and merchant agreement. Excellent for local e-commerce. USD and KHR transactions.

    Wing & Pi Pay

    Local Mobile

Best for: Cambodian consumers via mobile wallet

    Supported methods: Mobile wallet

Wing and Pi Pay are popular mobile payment apps in Cambodia. Integration available for local merchants. Less relevant for international-facing stores.

    Payoneer

    Recommended
    International

Best for: Receiving from international clients & platforms

Supported methods: Bank transfer, Payoneer wallet

Best solution for Cambodia-based sellers on Upwork, Fiverr, Etsy, Amazon. Direct withdrawal to Cambodian bank accounts. Competitive rates.

    Stripe

    International

Best for: Global e-commerce (requires workaround)

Supported methods: Visa, Mastercard, Apple Pay, Google Pay

Cambodia not supported as a Stripe registration country. Workaround: register a Singapore entity to access Stripe, operate business from Cambodia. This is a common and legal structure.

    2Checkout / Verifone

    Recommended
    International

Best for: Global e-commerce, digital goods

Supported methods: Visa, Mastercard, PayPal, local methods

Supports Cambodia as a merchant country. Good alternative to Stripe for digital product sellers. Higher per-transaction cost than Stripe but no entity restrictions.

    PayPal

    International

Best for: Freelancers receiving from clients

    Supported methods: PayPal balance, cards

PayPal personal accounts work in Cambodia. Business accounts have limited support. High FX markup on USD conversion. Avoid as primary processor — use as secondary option when clients require it.

Cross-Border Selling — Exporting from Cambodia

    Certificate of Origin (CO)

Required for exporting goods to claim preferential tariff rates under trade agreements. Form D (ASEAN-FTA), Form A (EU EBA, US GSP), Form E (ASEAN-China FTA). Issued by the Ministry of Commerce. Apply with invoice, packing list, and production evidence. Typically processed in 3–5 business days.

    Cambodia's Export Trade Advantages

Everything But Arms (EBA): duty-free, quota-free access to the EU for most products. GSP (Generalized System of Preferences): preferential rates to the US, Canada, Japan, Australia. ASEAN Free Trade Agreement: reduced tariffs to ASEAN neighbors (Thailand, Vietnam, Malaysia, Indonesia, Singapore). RCEP: broader Asia-Pacific preferential access from 2022.

    Customs Export Declarations

All exports require a customs export declaration through CAMCONTROL (Cambodia Import Export Inspection and Fraud Repression Directorate). Commercial invoices, packing lists, Bill of Lading (for sea freight), and Air Waybill (for air freight) are required. Export declaration submitted via CAMCONTROL's electronic system (ASYCUDAWorld).

Courier Services for Small Parcel Export

DHL Express, FedEx, and Kerry Express all have operations in Cambodia and accept commercial exports. For Etsy, Amazon, or Faire sellers: DHL is the most widely accepted carrier by international buyers. FedEx is strong for the US corridor. Kerry Express is most competitive for intra-ASEAN. Packaging and labeling must comply with the destination country's import requirements.

    E-commerce Tax Obligations

    Business ScenarioTax Obligations
Selling to Cambodian consumersStandard 10% VAT on taxable sales, Monthly VAT returns, CIT 20% on annual net profits
Selling exclusively to foreign customers (export)0% VAT (export rate), No VAT collection, CIT 20% on net profit, Monthly nil VAT return may still be required
Importing goods for resaleImport duties (0–35% depending on HS code), 10% VAT on imported goods, CIT on profits
Digital goods / SaaS to foreign customers0% VAT (export), CIT 20% on profits, No customs required — no physical goods

    Social Commerce in Cambodia

Facebook and TikTok Shop are the dominant social commerce platforms in Cambodia and cannot be ignored in any local e-commerce strategy.

Facebook Commerce Manager: Register your business as an official Facebook Commerce partner to access catalog features, Shops, Instagram Shopping, and paid promotion tools. You need a verified Facebook Business Page and a Meta Business Manager account. For selling to Cambodians, Facebook ads targeting Phnom Penh or provincial audiences can be extremely cost-effective (CPM often under USD 1 vs USD 5–10+ in Western markets).

TikTok Shop Cambodia: Launched in Cambodia in 2023 and growing rapidly, particularly for beauty, lifestyle, and consumer goods categories. TikTok Shop allows live-stream selling directly from the TikTok app with integrated checkout. Seller registration requires a Cambodian business registration. Commission rates are 2–5% plus a payment processing fee. For products that demonstrate well on video, TikTok Shop can outperform Booking.com-style discovery for physical goods.

    Frequently Asked Questions

Can I use Stripe in Cambodia?

Stripe does not support Cambodia as a merchant registration country, meaning you cannot sign up for Stripe using a Cambodian company address and bank account. The standard workaround used by Cambodia-based entrepreneurs is to incorporate a separate entity in Singapore (a country fully supported by Stripe), use that Singapore company as the Stripe merchant, and operate your actual business from Cambodia. Singapore company registration costs approximately USD 1,000–1,500 and can be done remotely. The Singapore entity invoices customers and pays Stripe fees; profits can be repatriated to Cambodia or held in Singapore. This is entirely legal and widely practiced. Alternatively, 2Checkout (Verifone) and Payoneer both support Cambodia-based merchants directly and process international cards.

Do I need a special license to sell products online in Cambodia?

Most e-commerce businesses in Cambodia operate on a standard Private Limited Company registration without any specific additional "e-commerce license." The Ministry of Commerce does not currently require a separate digital commerce license for standard online retail. However, specific product categories carry their own import/export permits and licensing requirements: cosmetics and beauty products (Ministry of Health approval), food and beverages (Ministry of Health food safety certificate), pharmaceuticals (Ministry of Health drug registration), electronics and electrical goods (Ministry of Industry & Handicrafts), and financial or insurance products (NBC or MEF license). If you are dropshipping or reselling without importing, your obligations are simpler. Always verify the specific requirements for your product category.

How do I ship products internationally from Cambodia?

For commercial exports, you need to register as an exporter with CAMCONTROL (Ministry of Commerce) and obtain an export license for your business. For each shipment, you prepare a commercial invoice, packing list, and customs export declaration, and obtain a Certificate of Origin if needed. For small parcel exports via DHL, FedEx, or Kerry Express, the courier handles customs documentation with your support. For sea freight container exports (apparel, handicrafts at scale), you work with a licensed freight forwarder who files the customs declarations and arranges Bills of Lading. Key ports: Sihanoukville Port (container), Phnom Penh Port (river barge to Vietnam for onward shipment), Phnom Penh International Airport (air freight). DHL Express picks up from most locations in Phnom Penh and Siem Reap.

Can I run an Amazon FBA business from Cambodia?

Yes — Amazon FBA (Fulfillment By Amazon) businesses can be operated from Cambodia, though the structure requires some planning. Most Cambodia-based Amazon sellers use a US LLC or UK Ltd company as the Amazon seller entity (since Amazon requires a bank account in a supported country). Products manufactured or sourced in Cambodia are exported to Amazon's fulfillment centers in the US or Europe. The Cambodia company handles production/sourcing; the foreign entity handles the Amazon account, Stripe/payment processing, and sales. Benefits of Cambodia as an Amazon FBA sourcing base: low production costs, skilled handicraft sector, EBA export benefits to EU, and competitive garment/textile manufacturing. Legal advice on the corporate structure is recommended before setting up.

What payment method do Cambodian consumers prefer?

ABA Bank's mobile app and ABA PayWay are the dominant payment methods for domestic e-commerce in Cambodia. ABA has over 3 million registered users and its QR payment system is accepted widely. Wing mobile wallet is popular in provincial areas and among users without ABA accounts. KHQR (the national QR code standard operated by NBC) is growing — multiple bank apps now support it. Cash on delivery (COD) remains common for first-time buyers who don't trust online payment, particularly in provincial areas. Facebook Messenger as a commerce channel is also very widely used — many Cambodian businesses operate entirely through Facebook pages and take payment via bank transfer or ABA QR code after negotiating in Messenger chat.
