Why Invest in Cambodia? The Complete 2026 Investment Climate Guide
Cambodia is one of the most accessible investment destinations in Southeast Asia: 100% foreign ownership in most sectors, no capital gains tax, a fully dollarised economy, ASEAN membership, and a government that actively courts foreign investors. This guide covers the full picture — the advantages, the key sectors, the investment pathways, and the risks you need to understand before committing capital.
Why Cambodia Stands Out
No currency risk for USD investors. Property, business, banking — all USD denominated. The Cambodian Riel exists alongside the dollar but USD is the primary commercial currency. No hedging costs, no forex exposure.
Most sectors allow complete foreign control — no forced local partnership. Unlike Thailand (49% cap under FBA) or Vietnam's conditional sector lists, Cambodia takes a permissive approach. Start and own your business outright.
20% Corporate Income Tax (CIT) on profit. 10% VAT. No capital gains tax. No inheritance tax. No global income taxation for residents. QIP companies in qualifying sectors can achieve 0% CIT for 3–9 years.
Access to a 680 million person free trade zone via ATIGA. Cambodia borders Vietnam, Laos, and Thailand — prime logistics hub position. ASEAN-China FTA (ACFTA) extends preferential access further. Phnom Penh International Port for maritime shipping.
Median age 26. Rapidly expanding urban middle class with growing purchasing power. Consumer spending growing 8–10% per year. An increasingly tech-savvy workforce with strong English language adoption among youth.
5.4 million tourist arrivals projected for 2026, approaching pre-Covid peak. New Siem Reap International Airport (SSIA) opened 2023, significantly expanding capacity. Angkor Wat remains a UNESCO World Heritage draw of global significance.
Office rent USD 12–25/sqm/month in Phnom Penh. Factory space USD 4–8/sqm/month in SEZs. Average monthly salary USD 250–500. Energy costs lower than regional peers. No minimum wage for most sectors (garment sector only).
The Council for Development of Cambodia (CDC) actively courts foreign investment. QIP incentives, SEZ tax holidays, streamlined CamDX online company registration (1–2 weeks), and a clear pathway for most investor types.

Risks to Understand
We believe informed investors make better decisions. Below is an honest assessment of Cambodia's investment risks. These do not make Cambodia uninvestable — but they shape how you structure your investment and choose your legal protections.
Cambodia's legal system is still developing. Enforcement of contracts and court judgments can be inconsistent, particularly against well-connected local interests. Foreign arbitration clauses in commercial contracts are strongly recommended. Our lawyers structure agreements to maximise enforceability.
Cambodia is a single-party dominant political system led by the Cambodian People's Party. Hun Manet became Prime Minister in 2023. Political stability has been consistent for decades, but the democratic deficit is noted by international observers. Foreign investment policy has remained welcoming regardless of political context.
Historical land disputes exist in some areas, particularly outside major cities. Due diligence on title history is essential for any property purchase. Soft titles (incomplete documentation) carry higher risk — our lawyers only recommend strata-title or hard-title purchases for foreign buyers.
Road quality and utilities outside Phnom Penh, Siem Reap, and Sihanoukville are improving but still limited. Electricity costs remain higher than regional peers, though improving. Factor infrastructure costs into manufacturing or logistics business models outside SEZs.
Limited international banking options. Mostly regional banks (ABA, ACLEDA, Canadia, BRED). International transfers are available but slower than Singapore or Hong Kong. No major international bank with full Cambodia operations. Suitable for operating accounts but not sophisticated treasury management.

Frequently Asked Questions
Is Cambodia safe for foreign investment?
Cambodia has been broadly welcoming to foreign direct investment for over 20 years, and the government actively courts foreign investors through the Council for Development of Cambodia (CDC). The largest risks are legal system immaturity (contract enforcement uncertainty) and specific sectors with ownership restrictions. With proper legal structuring, independent due diligence, and conservative business models, the investment environment is manageable. Our lawyers have helped hundreds of foreign investors successfully establish and operate in Cambodia.
What is the minimum investment to get residency in Cambodia?
The CM2H Golden Visa programme requires a minimum property investment of USD 50,000 in a CIC-approved development (for condominiums). This grants permanent residency for the investor and their immediate family. Citizenship by investment requires a significantly higher commitment — USD 245,000 and above depending on the pathway. For business operators, a company registration (from USD 2,000–5,000) combined with a business visa and annual renewals is a more cost-effective path to long-term residence.
Can I own 100% of my business as a foreigner in Cambodia?
Yes — for the vast majority of sectors, Cambodia permits 100% foreign ownership of a Private Limited Company. You do not need a Cambodian nominee or partner. Restricted sectors include freehold land ownership, radio and TV broadcasting, rice milling, and certain strategic agricultural activities. For all standard commercial activities — F&B, trading, services, manufacturing, technology, tourism — 100% foreign ownership is the norm. Our lawyers confirm eligibility for your specific business type before registration.
How does Cambodia compare to Thailand and Vietnam for foreign investment?
Cambodia is generally more open than both Thailand and Vietnam for foreign business ownership. Thailand's Foreign Business Act restricts most service and retail sectors to 49% foreign ownership. Vietnam has a long list of conditional business lines with local partner requirements. Cambodia allows 100% foreign ownership in most sectors outright. Tax rates are comparable or lower. The tradeoff is a smaller domestic market and a less developed legal system — Cambodia suits investors who value ownership control and simplicity over market size.
What is a QIP and how do I apply?
A Qualified Investment Project (QIP) is a government incentive status granted by the Council for Development of Cambodia (CDC) to qualifying investments in priority sectors. Benefits include a Corporate Income Tax holiday of 3–9 years, import duty exemptions on production equipment, and in some cases, land lease rights in Special Economic Zones. To qualify, you must meet a minimum investment threshold (typically USD 500,000+), operate in an eligible sector (manufacturing, agribusiness, technology, tourism infrastructure), and submit an application to CDC. Our lawyers manage QIP applications and ensure your business structure maximises available incentives.
